Abstract

The 1988 Spring Plan was a vitally important economic plan when discussing structural reforms during Raúl Alfonsín's administration (1983-1989). However, for much of economic history, it was considered a last stabilization attempt before the 1989 elections, which is why the scope of structural reforms has received fewer specific studies. Therefore, this paper recovers and analyzes the Program for Economic Recovery and Sustained Growth formulated by Juan Sourrouille's economic team (1985-1989). We argue that the structural reform proposed within the framework of the Spring Plan was impractical because it relied on excessive confidence building in the private sector and failed to address any of the economy's persistent problems (foreign debt interest, financial dynamics, among others).
